Order Adept

Order Adept seems to be slightly broken. When I select it with a first level character it is automatically adding all bonuses received at level 10 (additional skills in Arcane, additional Will). I poked around in it but was unable to find a way to fix it.

It does seem to be an issue, but the theme appears to be configured properly with the theme features having level requirements set.

Daphne?  Near as I can tell it's the same as Chevalier that works... why would it put all the Order Adept effects on a lvl 1 character, but not a Chevalier?

For that matter, at present the Order Adept doesn't handle the 5th level feature fully either.  It does nothing with 2nd level wizard utility powers at present.
