Does it include; Themes, Backgrounds, fixes (IE classes, powers, feats, races ect) or does it just make HL work with the current frame work settings? I am trying to make a post for my game group members that have HL so that they know what all they will need to download.

We started a 4e campaign recently using the 30-Sep-2015 files from the regular Hero Lab download source, and they do have Themes and Backgrounds.
Neither Paragon nor I got any response to posts here or in the 4e section in the Hero Lab forums, so I don't know if Cryptoknight is doing anything with 4e any more. Paragon's done some bug fixes for our local game as issues with our particular PCs have come up.
If you do decide to work on the 4e files, do please post on the Hero Lab 4e forum as well, we don't check here nearly as often.
Some of the Themes, particularly those with complicated benefits, are basically just place-holders; for example, Scholar doesn't have its tier powers or the extra skills enabled (I'm working on that, but part of it isn't self-evidently easy to do in HL).
