Title: Fixed: Armor Speed Penalties Bugs

Karach armor, Mithral Plating and Eladrin Chainmail's magic properties should make them not impose Speed and Skill penalties as heavy armors, but this isn't working.

This issue has been resolved for the 2014-04-30 release

Added the following to each of them


Traits   Index 1000

perform hero.assign[Hero.NoArmorChk]
perform hero.assign[Hero.NoArmorSpd]
